Approaches to office design and organization are changing in reaction to the coronavirus pandemic, accelerating a process already underway due to changing tenant and staff demands and increasingly stringent sustainability regulations and practices. Office interiors are a central element of the concept, design, property and facility management of office projects. This is a response to ever more complex and sophisticated demands from office users, more stringent sustainability and environmental regulations, and health and safety issues related to COVID and its aftermath. With hybrid office use (a blend of working from home and in a central space), design priorities are now based on communal areas, collaborative spaces and meeting rooms, according to Zsombor Barta, president of the Hungarian Green Building Council (HuGBC). “The trend had already started before the pandemic to develop or restyle the office to create more interactive and flexible places, where creative ideas can be grown, human interactions are possible, and diverse working places are integrated,” he says. “This is becoming even more important for the future. With the perceived growing need for third-party accountability, commercial property sustainability accreditation systems are already being designed for various project types, and not only the “classical” office, retail and industrial sectors. “They are already positive examples about masterplan level certifications [BREEAM Communities standard] for larger scaled urban development projects – for example, Liget Budapest, or Agora Budapest – where not just the building level sustainability accreditation is within the focus, but the whole project’s sustainable integration into an existing urban network is analyzed, and a wide range of stakeholders are consulted as well,” explains Zsombor Barta, president of the Hungarian Green Building Council (HuGBC). “But beyond that, we also see that the new EU taxonomy regulation, which sets new sector-specific standards regarding sustainable market operations, is also being heavily considered by different stakeholders, including the classical green building rating schemes, which also adopts the EU Taxonomy-related requirements within their own scheme. EU Taxonomy, ESG benchmarking, or BREEAM / LEED ratings are all standards focusing on the real estate sector in general and are setting holistic sustainability frameworks, which are not sector-specific,” he adds. The HuGBC president says the EU taxonomy focuses on an ambitious pathway towards a net-zero EU by 2050. To achieve this ambitious goal, the real estate sector needs to switch to more energy-efficient and therefore more sustainable buildings, Barta argues. " Zsombor Barta, president of the Hungarian Green Building Council (HuGBC), argues that with safe work in focus after the pandemic, WELL certifications for internal spaces are becoming highly popular. “Again, FM/PM plays an important role, as increased health and safety strategies need to be implemented in order to fulfill the requirements of the certification scheme,” he tells the Budapest Business Journal. “In general, all these certifications and benchmarking standards ask for increased management strategies and implementation of best practice measures, which increases the overall sustainability. Therefore, FM/PM plays a very important role in this, and the increased demand for ESG and other sustainability standards will only encourage this,” Barta adds. PM and FM are regarded as needing to further adapt to the increasing trend for office development in line with WELL sustainability requirements. Regina Kurucz, head of the WELL working group at the HuGBC, argues that FM should primarily serve the users, not the buildings. The results of FM actions should be monitored with the end-user in mind, she says. For example, did changing the filters in the ventilation system really improve air quality? This question can only be answered if measurements are made regularly. Benchmarking and accountability are central to a functioning office project. “ESG is becoming a highly important issue on the real estate market because sustainability and low carbon emissions are the baselines for financial risk mitigation and eligibility for beneficial financial conditions as well,” Barta agrees. “We see on the market that ESG assessments are picking up. There has been no centralized guideline for ESG criteria that everybody accepts and can adopt. Therefore, a clear definition and framework are necessary, it was argued at the Green Future Conference 20022, organized by the Hungarian Green Building Council (HuGBC). “This is not like LEED or BREEAM, which are already set frameworks. Everybody knows that the value of the stamp from LEED and BREEAM is the same in London or Budapest,” explains Zsombor Barta, president of the HuGBC. “Because there was no centralized framework for the meaning of ESG and sustainable economic activities, the EU has attempted to define the meaning of sustainable economic activity with EU Taxonomy regulations and a specialized framework for each economic sector. Essentially, how to measure sustainability,” he says. “Indeed, this is different from classical ESG benchmarking or ratings because the EU has ambitious targets related to climate change, CO2 emissions and the Paris Agreement. The EU considered that if it is putting a framework for sustainable economic activity together, then, of course, it should also serve at the same time the ambitious targets related to climate change and CO2 emissions. This was how EU Taxonomy was born in May 2021,” the president argues. “The National Bank of Hungary asked us to cooperate with them to elaborate the adaptation of the EU Taxonomy regulation with regard to new buildings, renovations, and existing buildings in Hungary. Zsombor Barta, der Präsident des HuGBC, hat am Ende des Frühjahrs 2022 erschienenen LEO FM-Publikation einen umfassenden Artikel geschrieben, in dem er die Aufmerksamkeit der Bauverwaltung auf verschiedene Aspekte der Nachhaltigkeit und der Effizienzmessung lenkt. Dem Betrieb des Gebäudes und dem Facility Management selbst wird ein großer Stellenwert beigemessen, denn nur in einem sorgfältig und systematisch betriebenen und gewarteten Gebäude kann Effizienz gewährleistet werden. Der Trend, der sich langsam in unserer Region ausbreitet, zeigt auch, dass für einen effizienten und umweltbewussten Betrieb der Zukunft Facility-Management-Spezialisten bereits aktiv an der Planung beteiligt sind. So kann sichergestellt werden, dass etwas im Sinne des gemeinsamen Denkens und Planens der Akteure umgesetzt wird, die den gesamten Lebenszyklus des Gebäudes beeinflussen und sich aktiv daran beteiligen. Ein so konzipiertes Gebäude kann wesentlich zur späteren Effizienz und zum effektiven Betrieb beitragen. Allerdings ist der positive Trend, der sich aus den aktuellen Umfrageergebnissen von LEO abzeichnet, durchaus zu begrüßen (z. B. Offshoring, Digitalisierung oder Einsatz von Umweltmanagementsystemen). Das „Umweltbewusstsein“ des heimischen Gebäudebestandes verbessert sich langsam aber stetig, was sich sowohl in der mechanischen Ausführung als auch in der veränderten Einstellung zeigt. Auch konkrete Einsparmöglichkeiten werden nach der Befragung sichtbar. Zum Beispiel eine geplante Abschaltung erhöht die Energieeffizienz und führt zu langfristigen Einsparungen. Über kurz oder lang wird der Austausch und die Anpassung veralteter, verschlissener, defekter mechanischer Systeme unabdingbar sein. Aus den Energiedaten lassen sich - basierend auf der erlernten Mechanik und Elektrik - langfristige Planungen schmieden, die auch den Umweltschutz budgetschonend berücksichtigen. Darüber hinaus zwingt der Marktwettbewerb an sich zum Einsatz modernster Lösungen. Das ist heutzutage angesichts der drohenden Energiepreissteigerung absolut kein Zufall mehr. Nachdem Fachleute die monatlichen und jährlichen Verbrauchsdaten zusammengetragen haben, der Betreiber oder Eigentümer Zählerstände führt und die Energierechnungen kostendeckend bucht, sind es nur noch wenige Schritte bis zur entscheidungsunterstützenden Datenauswertung. Mit einer durchdachten Bedienung lässt sich der Energieverbrauch außerordentlich rationalisieren! Auch durch den an aktuelle Umgebungsbedingungen angepassten Betrieb von Mechanik und Elektrik lassen sich deutliche Kosteneinsparungen erzielen – mit minimalem Aufwand.
